Who’s Pushing for Growth Plan Changes?

The three-year moratorium on changes to the county’s growth plan expired in August. At that point Oakland went on record saying they wanted to change their Urban Growth Boundary.

Some insight as to who else besides Oakland Mayor Bill Mullins is pushing for changes can be gained from comments made in various meetings over the last few months.

The following is an exchange between Oakland Mayor Bill Mullins and Terry Leggett, a citizen of Hickory Withe:

BM:

What did John Wilder tell you?

TL:

Sir?

BM:

What did John Wilder tell you?

TL:

He says they cannot cross that county line.

BM:

John Wilder, no later than this past week, has asked me to annex to the county line because he could be leaving Nashville, he thinks. He says.

An exchange between County Mayor Skip Taylor and Piperton Mayor Buck Chambers about making changes to the county growth plan:

ST:

Sent out a letter to everybody. Everybody got the same letter except for Oakland. Oakland has basically the same information just sort of telling him the steps he had to go through to make sure he did it right.

Has anybody taken the step to move forward to amend or address y’all’s UGBs (UGB=Urban Growth Boundary)?

BC:

We’re working on it now.

In fact, we’re setting up a meeting with Mr. Gaither. And our city engineer with your planning guy. We’re going to get together with Gaither and work together.

And also with Mr. Mullins in Oakland. In fact, we’ve got a meeting October 6th with the Lt Governor (John Wilder) on this. Mullins, myself, and the west TN guys.

A later comment by Piperton Mayor Buck Chambers:

 

BC: 

I think the reason why I’m so far…  The Lt. Gov called me several months ago on that western corridor. He was concerned about Gallaway’s portion, our portion and Oakland’s portion so we got to work on ours right away, where we could sort of get stuff down in a presentable form where we could work with it. So that’s why we’re in the final stages on ours, totally.

The transcript is a more complete discussion about what has contributed to Piperton’s motivation to pursue a change to its Urban Growth Boundary.

An exchange between Piperton Mayor Buck Chambers and Dana Pittman, Editor of Fayette County Insider:

DP:

You mentioned this afternoon at the Joint Economic Development Committee meeting that Lt. Gov. Wilder had contacted you.

BC:

He called me while I was in the meeting.

DP:

I think you mentioned that he had contacted you some months ago or something. Is he the one that is promoting this complete…

BC:

No, no.

DP:

…west line?

BC:

All that [Wilder] is trying to do is make sure that those two white areas are covered. He’s not…

[Ed Note: The two white areas referred to are on the western county line and are Rural Areas in the county’s unincorporated plan. One extends north from I-40 to just past Hwy 70. The other is just north of Hwy 193 (Macon Rd) extending up to just past Seward Rd.]

DP:

I mean, he’s promoting getting the whole western boundary into an urban growth boundary.

BC:

Where Shelby County can’t come through there, right.

A little later on:

BC:

If something comes up, I don’t want ?? to say, “you know, if he’d have done so and so…” I just want to make sure it’s covered, and what [Wilder] says, we’re going to try to do. Of course, Mayor Taylor, we’ll all get together. And that’s what we’re going to do.

DP:

Well, I mean, I see that’s what we’re gonna…

BC:

Yes. I just don’t understand. I’m like you. I’d heard the same thing you did. And I was sure that that wouldn’t happen.

But when [Wilder] called me about two months ago, he asked me would I be available for a meeting if he set one up, and I said, “Sure. I’ll make myself available.” So he called me today when I was in a meeting…

DP:

Is this going to be a public meeting?

BC:

He didn’t say. We’re meeting in his office. The mayors meet in his office there October 6th at 1:30, October 5th at 1:30.

If you want to come, it’s open. It won’t make any difference. To me, it don’t. Now, if he asks you to leave, then it would be. It’s his office.
