Growth Plan Maps for the Western Border

Presented below are three growth plan maps for the western border of Fayette County.

The current growth plan map, created in August 2003, was used as the basis for the other two maps.

None of the maps reflect the current city limits for those cities which have done annexations since August 2003.

The cities are displayed in yellow with a red boundary line. The cities which appear on these maps are Braden, Gallaway, Oakland, a small section of the west end of Somerville, Piperton and Rossville.

The colored area adjacent to a city’s boundary is its Urban Growth Area bounded by its Urban Growth Boundary (UGB). For Oakland and Gallaway the Urban Growth Area is pink/lavender. For Piperton the Urban Growth Area is orange/gold. Rossville’s Urban Growth Area is blue. Braden did not request a UGB.

The green areas are Planned Growth Areas (PGAs) which are unincorporated territories where high or moderate density growth is projected.

The white areas are Rural Areas (RAs) which are unincorporated land to be preserved for agriculture, forests, wildlife management or uses other than high density development.

Current Growth Plan Map

There are two PGAs in the Hickory Withe area. One abuts the south side of I-40 and the other lies south of Oakland’s UGB and Hwy 64. The southern PGA crosses Hwy 64 at the county line.

Piperton’s UGB crosses Hwy 193 at the county line in anticipation of the Macon Road interchange for Hwy 385.

The two white Rural Areas on the county line are the primary areas of concern in the dispute about Memphis crossing the county line. The PGA that abuts the county line at Hwy 64 is also of concern.

The prevalent thought for protecting the county line holds that an Urban Growth Area on the county line will provide greater protection in the event that the growth law is changed to favor Memphis crossing the line or is eliminated altogether. A city can annex within its UGB. If the law is compromised, annexations along the entire border by those cities with UGBs on the border would effectively seal off the county. These annexations could be accomplished within a short timeframe.

Proposed Growth Plan Map

No city has, as yet, taken action to adopt a formal proposal for expanding its UGB.

Oakland has a map and supporting document which are under review. The UGB under consideration contains 48,793 acres and would double the size of Oakland’s Urban Growth Area. The new UGB takes in a sizable portion of the northern Hickory Withe PGA and takes in all of the southern PGA. The revised boundary line extends south from Sellers Road down Macon Cemetery Road to Hwy 193 then runs west along Hwy 193 to the county line. The new UGB also takes in the portion of Piperton’s existing Urban Growth Area that extends north of Hwy 193.

Piperton has a map of its revised UGB but no supporting documentation or acreages are available. Its new UGB will take in the RA on the Mississippi line that lies west of Rossville’s UGB. It will also extend north up Hwy 196 to Hwy 193 then run west along Hwy 193 to its current UGB. The new Urban Growth Area will include all parcels fronting on Hwy 196 from the east.

Changes under consideration by Gallaway are not known at this time. The map anticipates that Gallaway will take in the RA on the county line north of I-40 and bounded by Gallaway’s current UGB, This would seal off the border north of I-40.

Rossville’s plans are not known and are not relevant to the border issue.

The area of conflict between the Oakland and Piperton proposals is colored red/purple and is located on the north side of Hwy 193 at the county line.
